He was 22 when he started using cocaine, while he then became a burglar and thief, splitting his time between Los Angeles and San Francisco, California. Richard was 24 when he killed nine year-old American-Chinese girl Mei Leung on 10 April 1984; he lured her into the basement of his building, and then beat, strangled and raped her before killing her with a switchblade. He was charged with her murder 25 years later in 2009, when his DNA matched the DNA found at the crime scene.
This was the beginning of Richard’s killing spree, as he killed Jennie Vincow on 28 June 1984, Dayle Yoshie Okazaki and Tsai-Lian ‘Veronica’ Yu on 17 March 1985, and Maxine and Vincent Zazzara on 27 March 1985. He killed seven other people in 1985, while 16 that he also attacked managed to survive.

American psychiatrist Michael H. Stone later described Richard as a ‘made psychopath’, believing that it was his childhood which led him to develop the schizoid personality disorder.
